Branislav Kapetanovic served as a deminer in the Yugoslav army from 1995 to 2000, when he was injured by a BLU 97 submunition during a clearance operation at the Dubinje airport in Sjenica. He lost his four limbs: his
hearing and sight were damaged.
“We have come, a really long way, in this year of the Oslo Process. The treaty has not been watered down
in the process, but has in some areas, like victim assistance and clearance, grown stronger and better,”
said Kapetanovic at the Dublin Conference in May 2008.
Kapetanovic is a clearance expert and the Cluster Munition Coalition spokesperson. He has been campaigning since the very beginning of the Oslo process. He speaks Serbian and some English.
